For the following reasons:
1) The Broncos are interested in Smiley and have been for some time.
2) Smiley doesn't fit with what Nolan wants (a bigger line).
3)The 49ers basically made a deal for the same pick last year with the same team so you know they might be up for it.
4) That spot could give them Meachem, Jarrett, Harrell, Carriker, Spencer, or Grubbs. All need players at value spots.

*Plus: Everyone has the Broncos picking a lineman anyway. They might as well take Smiley and some picks than take a risk.
